In fact, during the promotions of Indian 2, Kamal Haasan claimed that he favors Indian 3 over Indian 2 because it had a lot more to give the viewers.

Indian 3 will feature Kamal Haasan, SJ Suryah, Kajal Agarwal, Siddharth, Priya Bhavani Shankar, and other actors. Following the disastrous performance of Indian 2, this is a sensible option for the film team as well.
